In reply to a letter dated 12 September 2013 from the President of the Ukrainian World Congress, the EU's High Representative for Foreign Affairs, Baronness Catherine Ashton has this week reiterated that "in order to ensure the proper implementation of the (Association) Agreement, the December 2012 Foreign Affairs Council agreed benchmarks to be met by Ukraine as a necessary condition for the Agreement to be signed at the Eastern Partnership Summit in Vilinius. The benchmarks - she continues -  are designed to deliver the tangible progress which the EU requires from the Ukrainian Authorities prior to signature".

Earlier last month, in his speech "EU-Ukraine: Dispelling the Myths About the Association Agreement" the European Commissioner for Enlargement and Neighbourhood Policy, Štefan Füle, stressed the same and pointed out that whole progress had been made, "Ukraine still needs to present determined action and tangible progress in all areas listed in the conclusions of the Foreign Affairs Council in December 2012 in order to be able to sign the Association Agreement. It also has to work on the outstanding legislation for the completion of the first phase of the Visa Liberalisation Action Plan, in particular when it comes to the comprehensive anti-discrimination legislation and adequate mechanisms for fight against corruption"

And of course there is still the very public unresolved issue of Yulia Tymoshenko with just 27 days to go to the summit.
