YANUKOVYCH TO GO TO VILNIUS BUT NOT TO SIGN AGREEMENT

Speaking to journalists today, Ukraine's Foreign Minister Leonid Kozhara said that President Yanukovych will attend the EU summit in Vilnius on Friday but will not sign the Association Agreement because neither Ukraine, nor the EU are prepared for it.

Meanwhile protests continued today with some 10,000 students marching through Lviv in freezing conditions to hold there rally in the city's main square.  In Kyiv riot police used tear gas to move protesters away from the Cabinet Office buildings while a separate rally continued throught the day in Independence Square.  A large meeting is planned for 1800hrs local time.  

Elsewhere a court in Odessa has ruled that all protests will be banned there until 31 December to prevent football fans from fighting and to protect tourists.  In Chernihiv some 500 police dispersed protesters and dismantled a stage and tents erected by the demonstrators in the town square.
